Reliance acquired the severely distressed Gulfstream apartment complex in 1997. A total renovation, including all major mechanical systems, roofs, windows and interior finishes was completed in 2000.

Gulfstream was originally built in 1960. The surrounding neighborhood suffered from years of decline, blight and a high crime rate. The deteriorated Gulfstream property was a major negative factor in the neighborhood. The transformation of Gulfstream has helped to stabilize the neighborhood, providing a catalyst for other redevelopment.
